VIRTUAL: January Luncheon “The Covington Central Riverfront Project is Taking Shape” presented by St. Elizabeth Healthcare
Join City Economic Development Director Tom West and representatives from Project Manager JS Held as they roll out the preliminary schedule for developing the area in and around the former Internal Revenue Center data processing center at the January 20th CBC luncheon.
One East Coast commercial developer has branded the 23-acre site one of “the most exciting land redevelopment opportunities between Baltimore and New Orleans.” The next step in the process is hiring a demolition firm to begin dismantling the property. This contractor will also handle environmental challenges the property may hold and design millions of dollars of what the City calls “horizontal infrastructure,” meaning streets, sidewalks and utilities so the land is conducive for development.
City leaders have said the site could support a mix of land uses, including office space, a hotel, apartments/condominiums, a public plaza and possible expansion of the Northern Kentucky Convention Center.

Tom West, Director of Economic Development for the City of Covington, Kentucky. Our city of 42,000 cool, highly qualified, and hard-working citizens is located just south of the river from our most famous suburb.. Cincinnati. Formerly Vice President of of a consulting firm specializing in economic development, education and workforce development. Former Executive Director of the Kentucky Workforce Investment Board. Experience in community, downtown and waterfront planning throughout Ohio, Kentucky and Indiana. Served as Executive Director for the Louisville Downtown Management District (Business Improvement District) and the Covington (KY) Business Council.
Bo Hubbard, Director – Construction Advisory: Project Support Services. Before transitioning to consulting, he held positions with several architectural firms, including FRCH Design Worldwide and M+A Architects, where he served as a project manager. This involved designing, coordinating, reviewing, researching, documenting, and drawing. Prior to joining the architectural industry, Bo served as a Sergeant in the United States Marine Corps.
Bo Hubbard is an architectural project manager specializing in various fields of the construction industry including retail, multi-family, mixed-use, office, institutional, industrial, and historic renovation. He consults in the fields owner’s representation, pay application review, change order review, contract review, and project management.
At J.S. Held, Bo has provided project representation, and project management services to a variety of clients. Owner Representative duties included permitting, programming, estimates, scheduling, plan development, budget evaluations, bid process, construction observation, payment application review, change order review, furniture procurement and client relations.
